    ITC is seeking a full-time Deputy Program Manager for an upcoming Foreign Military Sales program supporting NAVAIR. This position requires the willingness and ability to work in Kuwait for part of the program's duration. OCONUS travel is expected at 25 percent.

    Responsibilities

    • Provide support in concurrence with, and in the absence of, the OCONUS Program Manager.
    • Work with OCONUS PM to develop project plans, project milestones, program schedule and budgets and effectively report the progress of assigned staff and projects to upper level management.
    • Develop contract budget, monitor spending to plan, and provide variance explanations.
    • Act as company representative to manage relationships and interface daily with contract employees, subcontractors, vendors and serve as the primary interface with NAVAIR.
    • Regularly track program projects, manage program risks and impact of changes, provide mitigation plans, proactively manage escalation of issues to appropriate stakeholders, and manage mission creep.
    • Review project team deliverables to ensure quality and adherence to internal and government standards
    • Conduct staff meetings, assign work, and provide direction with regard to timeliness and completion of project objectives.
    • Responsible for enforcing work standards, schedules, reviewing work performance, supervising personnel, support hiring of program personnel, communicating policies and company goals.
    • Work with the Program Manager and subcontractor team to create and execute a Communications Plan that ties together all the program elements and geographic locations.
    • Keep current on FMS program updates, policies and applicable USG regulations.
    • Track and monitor program metrics to identify areas for improvements and implements process improvements accordingly
    • Prepare for and participate in meetings and reviews, such as Program Management Reviews (PMRs), Program Management Meetings (PMMs), etc.
    • Support development of traning initiatives, curriculum and materials
    • Other duties as assigned by management

    Qualifications

    • U.S. citizenship required
    • 10 Years of Program Management Experience with DOD programs, Foreign Military Sales (FMS) or Supply Chain experience a plus
    • Bachelor’s degree in a related field (Substitution: 6 years additional experience or 4 years with an Associate’s)
    • Willingness to travel to Kuwait for 25 percent of the time
    • Flexible availability to support customer meetings in local time zone
    • Ability to supervise and manage a culturally diverse staff. Prior experience in the CENTCOM region a plus
    • Ability to formulate and resolve issues, while being flexible and adaptable to change
    • Excellent oral and written communications and demonstrated ability to prepare and present briefings to leadership
    • Ability to manage multiple tasks independently in a fast-paced, high stress environment
    • Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
    • Demonstrated proficiency in Microsoft Project or another Program Management software tool
