  • Overview

    The Technical Program Manager will lead the programmatic and product line efforts related to pursuits and execution of a U.S. Army software development and COTS hardware integration program. The candidate will be responsible for ensuring tasks are completed and delivered, and will work closely with stakeholders across various design and development entities to identify and drive innovative solutions that achieve business goals and align with ITC’s long-term product roadmaps. In this role, you will provide corporate and customer stake holders with team status updates as needed, mitigate project risks, anticipate bottlenecks, quantify the impact of making tradeoffs, and balance business needs against technical constraints.

    Responsibilities

    • Contribute as a technical leader and a manager
    • Lead internal and external cross-functional teams through the software development lifecycle while managing schedule, cost, scope and quality
    • Help define process improvements, streamline work and promote changes aligned with program and corporate goals
    • Drive effective teamwork, communication, collaboration and commitment across multiple disparate, geographically diverse groups with competing priorities
    • Drive alignment on technical requirements, manage issues and track bugs (Agile methodology)
    • Quickly identify, evaluate, track, mitigate, and report issues and risks
    • Create project plans and manage the program to ensure high quality and alignment with stated goals
    • Maintain documentation, lead project status presentations and identify, escalate and mitigate project risks
    • Create, maintain and disseminate project information to stakeholders, to include OCONUS stakeholders
    • Partake in requirement stack ranking and planning for upcoming releases and influence feature and functionality acceptance or rejection (e.g. third party devices, upgrade paths, OS and SP support, legacy feature support, proper new feature support, etc…)
    • Identify new requirements/change requests and ensure acceptance and coverage by those teams or rejection as necessary
    • Lead the review of statement of work, technical proposals, requirement/scope changes, cost estimates, and program schedules.
    • Ensure schedules conform to milestones and coordinate changes to schedules when milestones change
    • Provide technical status on high-profile issues when they are identified
    • Prepare and communicate project status as required to the leadership team
    • Identify and implement operational policies and directives that optimize processes to deliver a quality product
    • Stand-up/Lead Project meetings to identify project risks and issues and communicate them to the wider team
    • Ensure all program deliverables are of the highest quality and meet performance, schedule and cost metrics

    Qualifications

    Required:

    • Travel required up to 35% of the year to the customer site in Kuwait
    • Expertise delivering projects with the SDLC, Agile (Scrum) and waterfall methodologies
    • A Minimum of 10 years’ experience in leading projects and teams, including three to five years of senior program management experience with at least 2 years of international program management experience in the Middle East
    • Ability to thrive in a high energy and fast-paced environment
    • Exceptional relationship skills including the ability to present complex technical information in a clear and concise manner to a variety of audiences including executives and non-technical leaders
    • Excellent written and verbal communication skills
    • Managerial experience working with a culturally diverse staff providing strong leadership and communication skills

    Preferred:

    • Experience with DoD contracting, to include proposal writing and CDRL preparation
    • Familiarity with the Foreing Military Sales process (FMS)
    • Knowledge of Arabic
    • Knowledge and experience in delivering Cloud-based SaaS projects
    • Experience with ISO 9001 or CMMI Level 3
    • PMP certified
