Overview

ITC is seeking a Senior Analyst (Logistics) who can provid Integrated Logisitics Support (ILS) analysis for aircraft, airborne weapons, and /or support equipment programs for the Kuwait Ministry of Defense (KMOD). Provide technical Support and/or material assessments as required. 

Responsibilities

  • Research and recommend a plan for FMS support, integrated with customer country self­-help.
  • Assist in the management of KMOD procured inbound and outbound shipments.
  • Assist in-country KMOD customer requirements in providing correct documentation for repairable item shipments imported into the U.S.
  • Analyze the logistics management system of Kuwait. Determine its adequacy and efficiency at meeting basic logistics and program management requirements, including data collection, conversion, and management, resource analysis, modification management, and the processing and interpretation of operational data.
  • Recommend supply chain management policies, procedures, and associated metrics that will (a) improve inventory management approach, processes, and controls; and (b) reduce the cost of ownership over time. Recommendations will be ad hoc but summarized in monthly progress reports.
  • Provide technical support where needed, including in-country at the customer's country operation site(s) and/or military headquarters as follows: (1) Assess the customer's in-country capability to establish and maintain adequate logistics support; (2) Provide technical expertise and assistance in developing alternate and/or improve support arrangements and provide material assessments as required; (3) Track and expedite, as necessary, the establishment of in-country support capability
  • Provide regular updates to the Integrated Master Schedule (IMS) and Risk Management Program.
  • Participate in program meetings, teleconferences, program reviews, and other events in in support of program objectives.
  • Establish a monitoring program to ensure the traceability and timely return of all retrograde items to the customer.
  • Assist KMOD in the movement/preparation of RORI Retrograde shipments from Country to the freight forwarder via STS.
  • Track KMOD excess material in support of World Wide Warehouse effort via STS to the freight forwarder.
  • Coordinate with AIR 1.4, evaluate and adjust to Third Country National (TCN) manpower requirements in order to ensure program objectives are met.
  • Supply stock inventories and basic warehousing functions.
  • Conduct analysis of existing FMS programs to proide recommendations for improving the coordination and management of IPS elements, with special emphasis on unique customer country requirements.
  • Plan and coordinate with the KMOD MMMC SCM Coordinator and MMC Supervisor regarding process development of receipt, inventory, storage, delivery, and shipment of standard, classified, hazardous, over-sized, and /or over-weight cargo.
  • Review current Kuwait Ministry of Defense (KMOD) and Kuwait Military Services' SCM policies and procedures and provide recommendations for modifications as required.
  • Provide technical support and/or material assessment as required.
  • Supervise and direct lower level personnel as necessary in the completion of assignments.
  • Demonstrate comprehensive knowledge and experience concerning the conduct of qualitative and quantitative analysis of elements.

Qualifications

  • Active DoD Secret Clearance Required, or ability to attain an Interim Clearance
  • A Bachelors Degree in the Arts or Sciences from an accredited college or university is required.
  • Masters Degree, preferred.
  • 8-10 years work experience in the fields of logistics support, technical support and/or operations analysis.
  • Ability to maintain professional working relationships with individuals and groups at various levels of authority and responsibility within and outside the organization
  • Proficiency in preparing and reporting technical information to peers and Government leadership
  • Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
